of taking out Nick Griffi ths (ALP), at that time, for the fi fth seat in the East

Metro Region.

My platform is to initiate a Cultural Change in the Ministry of Planning in regard

to Development Applications.

This will enable Planning to become: “A Positive experience - With Positive

Outcomes” - Particularly for Small Business Development Applications -

Backed by the Full Resources of the Government of Western Australia.

The Present Dictatorial Regime has evolved from the 1970s when the

“Uniform Building By-Laws” were replaced by the Individual Assessment

Schemes currently in place.

These Current Schemes have the capacity to become vehicles of Bureaucratic

Abuse, and, with the removal of the Compensation Clause attached to the

Town Planning Act of the 1920s, become Totally Irresponsible under the

Guise, and Misnomer, of “Perfect Planning”.

One example of a successful Positive Approach to Planning matters that has

been established in Queensland begins with:
